(CNN) - Commerce Secretary Howard Lutnick said wealthy foreigners will be able to for President Donald Trump’s “gold card” visa within a week.

The visa costs $5 million and would give the person the right to live and work permanently in the United States.

Trump first proposed the “gold card” visa program earlier this year.

The card would replace the government’s EB-5 immigrant investor visa program, which grants green cards in exchange for a smaller investment into the U.S. economy.

Lutnick said further information about the gold card visa program will come in the next few weeks.

Immigration law experts have warned that creating a new visa requires approval from Congress.

Lutnick said the “gold card” program could help pay down the U.S. federal debt and has suggested there is strong interest in the program.
